This address is important because it is assigned specifically to OSU's search engine. Using this address will ensure your searches always find the search engine, regardless of the product in use at the time.
There is no submission process for having new pages appear in the search engine. However, if your page, or site, does not appear in the search engine (generally within 24 hours) then the likely cause is that the server where your site resides is not being indexed, or there are no links in OSU's Web that lead to your site.
